Because several savings and loan associations failed then, primarily due to corrupt loan officials and poor lending practices, not necessarily appraisers (no appraisers went to prison), the 100th Congress passed HR 3675, which basically ushered in state licensing and certification of appraisers. Prior to that, the two largest appraisal organizations, the American Institute of Real Estate Appraisers and the Society of Real Estate Appraisers (now the Appraisal Institute) policed themselves by peer review.
