 RAAF C-130J-30, flares(click to view full) Most American planes rely on the US market as their base, then seek exports. The privately-developed C-130J “Super Hercules” was different. Australia, Britain, Denmark, and Italy were all ahead of the curve, and have been operating this heavily redesigned upgrade of the popular C-130 Hercules transport aircraft for several years. By the time the C-130J finally reached “initial operating capability” for the US military late in 2006, these faster-moving foreign customers were already banding together to create a common upgrade set for their serving fleets. A number of variants are currently flying in transport (C-130J), stretched transport (C-130J-30), aerial broadcaster (EC-130J), coast guard patrol (HC-130J), aerial tanker (KC-130J), and even hurricane hunter weather aircraft (WC-130J). Canada, India, Norway and Qatar recently moved to join the global C-130J customer base. In America, meanwhile, some momentum is building. C-130J purchases are taking place under both annual budgets and supplemental wartime funding, in order to replace a US tactical transport fleet that’s flying old aircraft and in dire need of major repairs. The C-130J program has been the focus of a great deal of controversy in America – and even of a full program restructuring in 2006. Some early concerns from critics were put to rest when the C-130J demonstrated in-theater performance on the front lines that represented a major improvement over its C-130E/H predecessors. A valid follow-on question might be: does it break the bottleneck limitations that have hobbled a number of multi-billion dollar US Army vehicle development programs?  MV Beluga SkySails(click to expand) “USA Broadening Conservation Focus to Weapons Systems” discussed a number of items, including April 2006 testimony from Ronald O’Rourke [PDF] of the Congressional Research Service, which looked at the rising cost of fuel and its implications for the US Navy. One of the most interesting possibilities discussed was the return of high-tech sailing ships, which used sails or even kites made of advanced materials in order to harness wind power as an assist to the engines, offsetting fuel costs. That concept is no longer speculation – the US Navy’s Military Sealift command has just chartered one. The 400-foot long MV Beluga SkySails departed Newport, Wales on Oct 5/08 after the first of 3 European port calls to load U.S. Army and U.S. Air Force cargo, before the ship’s month-long voyage to the United States. It’s the world’s first operational cargo ship to use a giant, computer-controlled sky sail that can rise 100 or more yards into the air, thanks to a novel technology from the German firm SkySails GmbH of Hamburg, Germany that adds efficiency, but prevents issues like ship heeling in strong winds. The ship’s novel technology was not an explicit factor in the award, but the operating company estimates that the sky sail can reduce fuel costs by 20 – 30%, or roughly $1,600 per day.  Dingo 2(click to view full) Forecast International reports that an Aug 20/08 land mine attack that killed 3 Polish soldiers in their Hummer is causing the same kind of rethink that other advanced armies have been experiencing. In response, reports in the Polish press indicate that Poland is seeking an emergency buy of 40 MRAP vehicles, with deliveries to conclude before the end of 2008. The contenders are reported to be BAE OMC’s RG-31 Mk5E extended version, Force Protection’s Cougar, or KMW’s Dingo 2. This early buy is expected to be followed by a follow-on tender for 140 vehicles, using more standard tender procedures.  Cougar 6×6, IEDed- the crew lived.(click to view full) The Cougar family of medium-sized blast-protected vehicles is produced in both 4-wheel (formerly Cougar H) and 6-wheel (formerly Cougar HE) layouts. Eventually, the wisdom of using survivable vehicles in a theater where land mines were the #1 threat became clearer, and these vehicles have gradually shifted from dedicated engineer and Explosives Ordnance Disposal (EOD) roles to patrol and route-proving/ convoy lead functions as well. The 4×4 vehicles usually carry 4 troops plus the front seats, while the 6×6 variants can carry up to 8+2. They may also carry an assortment of related equipment, such as bomb disposal robots. These are not small vehicles. The M1114 up-armored Hummers have an empty “curb weight” of around 9,000 pounds, and a top weight of about 12,000 pounds. The smaller Cougar 4×4’s curb weight is 31,000 pounds (max. 38,000), while the 6×6’s curb weight is 38,000 pounds (max. 52,000). As the amusing web page by manufacturer Force Protection puts it: “Drop your purse, it’s not a Hummer.” Cougar orders predate the USA’s MRAP program to rush mine-resistant vehicles to the front lines; indeed, the performance Force Protection’s vehicles in theater was probably the #1 trigger for the MRAP Program’s existence. More MRAPs: Navistar’s MaxxPro Maintains the Pole Position

 3BCT-101st, Iraq-no Chavis turrets?(click to view full) Navistar subsidiary International Military and Government LLC (IMG) in, Warrenville, IL has now won over $3.5 billion in contracts to date under the MRAP program. The Category I MRUV vehicle’s role is similar to a Hummer’s, albeit with more carrying capacity and much more protection. That has become a staple for IMG’s entry, dubbed the “MaxxPro” by its manufacturer. Their collaboration with an Israeli firm who provides up-armored vehicles for the Marines successfully overcame lukewarm initial interest, but even successful survivors of Aberdeen’s tests may not offer enough protection against the ERP class of land mines that bagen to appear in Iraq. Nevertheless, the MRAP program has become a production race – and Navistar has done very well under those competitive terms. A July 2007 order vaulted them into 1st place for MRAP vehicles ordered, and they have kept that position ever since. That big July 2007 order came hot on the heels of US Secretary of Defense Gates’ request to Congress for an extra $1.2 billion in FY 2007 to fund an additional 2,650 MRAP vehicles, on the grounds that manufacturers were ramping up production more quickly than original forecasts. Meanwhile, key inputs such as steel and tires which might have become production bottlenecks are expedited under a DX rating that give the MRAP program priority over almost all other military programs. Sen. Biden [D-DE], who often heard responses re: lack of industrial capacity when he began asking why more MRAP vehicles weren’t in theater, is probably feeling almost as happy as Navistar’s Board now that his “put the money together, issue the contracts, and let’s find out” speech [MS Word], embodied in Amendment #739 to the FY 2007 military budget, became the US military’s go-forward plan. In the end, however, the military’s desire for standardization of its fleets exerted something of a gravitation pull on the competition. Navistar finished on top at the end of the day, as other competitors were weeded out one by one. BAE’s Diverse MRAP Orders

 RG-33 variant(click to view full) The USA’s Mine-Resistant, Ambush Protected (MRAP) program has been a long road for BAE Systems. In the wake of the US Army’s belated realization that mine protection was critical for vehicles in theater, BAE’s designs, long-standing experience in the field, and production capacity had made them an early favorite. By June 20/07, however, contracts had been issued for 3,266 Category I patrol & Category II squad-sized MRAP vehicles, fully 42% of a the program’s planned 7,774 orders. Force Protection had racked up orders for 1,780 Cougar vehicles, and Navistar/Plasan Sasa had come out of the tests at Aberdeen with orders for 1,216 of its MaxxPro joint design. BAE sat in 4th place with orders for just 90 vehicles – 2.8% of the total. It had to be a humbling experience for the firm that went into 2004 as the world leader in the field. BAE has worked hard to catch up, and recent contracts have put them solidly back into the competition, even as the number of MRAPs in the program more than doubled to over 15,000. The latest orders widen their lead over 3rd place firm Force Protection, and make them one of just 2 firms with a foothold under the new MRAP-II qualifications. MRAP-II includes protection against EFP (explosively-formed projectile) land mines that fire the equivalent of a cannon shell at the vehicle, in addition to the standard underbody blasts.
