Research in RES began in the 70s after the first oil crisis and has been focusing on wind, sun, water, sea waves, geothermy as well as biomass. At the beginning of the 80s researchers concluded that wind energy is technicoeconomically viable and can be developed on a commercial basis. The development of the other RES has not yet proved to be viable; research though continues. Following the example of other European countries, Greece made certain adjustments in its legislation on RES. The Public Power Corporation (PPC) made the first steps towards that with L. 1559/85; L. 2244/94 was the first attempt to a complete legal framework as it allowed electric energy production by RES up to 50 MW by private entities. ROKAS built the first private wind farm in Greece, the wind farm Modi 10,2 MW in Crete. Thereinafter, many Greek and foreign firms invested in RES in Greece, mainly in wind energy and then in hydroelectric energy. In accordance to the EU Directive 96/92/ÅÊ, in 1999 L. 2773/99 fully deregulated electric energy production and set up HTSO SA (Hellenic Transmission System Operator) as the regulator on electric energy production issues and RAE (Regulatory Authority of Energy) as the independent supervisory body. RES development remains a high priority for the European Union and according to the Directive 01/77 (White Book), by 2010 Greece must attain 20,1% of its total energy production by RES. In its effort to increase electricity production percentage by RES and fully deregulate electricity production market, the state amended Ministerial Decrees and the electricity market Codes and also replaced L.2244/94 & L.2773/99 and 2941/99 by L.2941/01 and 3175/03 respectively. Today, due to political, social and economic factors, the RES market has not developed enough and the electricity production market has not yet been fully deregulated. Electricity production generated from wind farms (525MW), accounts for only 3.6% of total production in Greece (see www.ypan.gr and www.rae.gr).
